fix: set selectionFollowsTempo based on which ruler is clicked

- Time Ruler click → setSelectionFollowsTempo(false) → time-based
- Tempo Track Lane click → setSelectionFollowsTempo(true) → tempo-based
- Also handles sub-tab ruler (EDITOR tabs)
- Manual toggle button ♪T/⏱T still works for override
