Yaowei Zheng 7f1ac9e02f Tolerate tag version equal to the in-repo version when stamping ...

npm version exits 1 with "Version not changed" when the tag version matches the package's current version, which failed the publish-npm job on v0.0.1. Pass --allow-same-version so stamping is a no-op in that case.
